The festival constitutes a remarkable  part of cultural life in Pleven. Its goal is to popularize jazz and improvisation music and to make them more accessible to the wide audience.

The festival was established in 2017 and it takes place every year during month of September on the park stage of Pleven Regional History Museum. The festival is organized and funded by Pleven Municipality.

Renowned musicians and bands of Bulgarian and European jazz were part of the festival program. They presented and performed different  jazz directions; they participated in important jazz festivals in Bulgaria and in many prestigious musical forums abroad, where the audience interest and ovations always rewarded their attractive performance.
